Killing the AI Maturity Ladder
Why the dominant deployment framework produces predictable errors — and what replaces it
The Model Everyone Is Using — and Why It Is Wrong
Walk into most AI strategy conversations in HR today, and you will find the same organising assumption: AI adoption is a maturity journey. Less mature organisations are more human-dependent. More mature organisations are more AI-dependent. Progress means advancing along the spectrum — from assisted, through augmented and powered, toward autonomous. The goal is to get as far as capability, budget, and leadership ambition allow.
This model is intuitive. It is also wrong — and the errors it produces are not minor calibration issues. They are systematic, predictable, and consequential.
Common across vendor and consulting frameworks, the AI-Assisted → AI-Augmented → AI-Powered → Autonomous progression treats the level of AI autonomy as a function of organisational advancement. The maturity ladder is wrong because it conflates two things that must be kept separate: what is technically possible and what is organisationally appropriate. Maturity determines the former. Task structure determines the latter. These are different questions. And in HR — where the decisions AI participates in affect people's careers, livelihoods, and working conditions — confusing the two is not an abstract design error. It is a governance failure.
Two Failure Modes, Predictably Produced
When maturity is the organising principle for AI deployment decisions, two errors follow with near-mechanical reliability.
The first is over-automation of high-stakes processes. When the implicit goal is advancement along the maturity spectrum, there is organisational pressure to automate more — to demonstrate progress, justify investment, and show leadership that the programme is moving. Applied without task-level discipline, that pressure pushes consequential HR decisions toward higher degrees of AI autonomy than their risk profile warrants.
Consider a well-resourced HR function with a sophisticated AI programme and a strong track record of deployment. The maturity model says this organisation has earned the right to operate at the AI-Powered position. Now apply that logic to performance assessment: an AI system that scores employees and generates ratings, with humans reviewing aggregate outputs rather than individual decisions. The maturity model endorses this. The task structure does not. Performance assessment is high-risk, low-reversibility, high in relational value, and legally exposed in almost every jurisdiction. The programme's maturity is irrelevant to those facts.
The result of ignoring them is not transformation. It is governance failure dressed as progress.
The second is under-automation of low-stakes processes. Organisations without advanced AI programmes tend to adopt a cautious posture uniformly — including in transactional and informational processes where high automation is entirely appropriate, and the cost of under-automation is significant misallocation of human capacity.
Consider the same logic applied to routine employee queries — benefits information, policy clarification, leave balance checks. The maturity model says a less advanced organisation should be cautious about automation. The task structure says the opposite: risk is low, reversibility is high, relational value is minimal, and legal exposure is limited. Keeping these interactions predominantly human-led is not appropriate caution. It is diverting human judgment toward interactions that do not require it, while the processes that do go underserved.
Both errors are systematic. Both are predictable. Both follow directly from using maturity as the organising principle.
The Right Question
The right question is not whether our AI programme is mature. It is what does this task actually demand?
Four variables determine where any HR process belongs on the human-machine spectrum — and they are properties of the task, not the organisation.
Risk — the magnitude of harm if the AI makes an error. In HR, risk is almost always asymmetric. The downside of a wrong decision affecting someone's career, compensation, or employment is substantially greater than the upside of the efficiency gain. High-risk tasks belong at the human-oversight end regardless of programme maturity.
Reversibility — whether an erroneous decision can be corrected without lasting harm. A benefits query answered incorrectly can be remediated in the next interaction. A promotion decision influenced by a biased AI recommendation cannot easily be undone for the individual who was passed over.
Relational value — whether the human element of the interaction is itself part of the outcome quality. Performance feedback, grievance handling, and mental health support are not information exchanges that happen to involve a human. The quality of the human presence is part of what makes them effective.
Legal exposure — the regulatory obligation that attaches to specific HR decisions. In EU AI Act jurisdictions, AI systems used in recruitment, performance monitoring, promotion, task allocation, and workforce management are classified as high-risk. Legal exposure does not merely influence the appropriate position. In regulated contexts, it defines the boundary of what is legally permissible — regardless of what the maturity model suggests.
What This Looks Like in Practice
Two scenarios that illustrate the difference between maturity thinking and task-calibrated thinking:
Scenario one — recruiting. A maturity model approach deploys AI across the full recruiting funnel as the programme advances. A task-calibrated approach asks four questions per stage. Sourcing: low risk, high reversibility, low relational value, real but manageable legal exposure — AI-Powered with aggregate bias monitoring. Initial screening: risk rises, legal exposure increases — AI-Augmented, with human review of shortlisted outputs and pipeline-level bias monitoring. Final assessment and offer: risk is high, reversibility is low, relational value is high, legal exposure is maximal — AI-Assisted at most, with human judgement owning the determination. The task-calibrated approach reaches three different positions within a single process. The maturity approach applies a single level to the entire funnel — and produces the wrong answer for at least some of it.
Scenario two — performance management. A maturity model approach moves performance assessment toward AI-Powered as the programme advances. A task-calibrated approach applies the four determinants: risk is high, reversibility is low, relational value is high, legal exposure is high. The answer is AI-Assisted regardless of programme maturity. Advancing along the maturity ladder does not change those facts. It only creates pressure to ignore them.
The Practical Implication
Replace maturity as your organising principle with task structure. For every HR process your AI programme is touching — or planning to touch — ask the four determinant questions before deciding the appropriate level of AI autonomy. The answer will sometimes match what the maturity model suggests. Often it will not. Where it does not, the task-calibrated answer is the right one.
That difference should show up in your investment profile: more budget for redesigning high-risk workflows and governance, less for climbing to higher automation levels just to look more mature.
The maturity ladder is a useful metaphor for describing how AI capability develops. It is a dangerous framework for deciding how to deploy that capability. The distinction between the two uses determines whether your AI programme creates value or risk.
