Feasibility, readiness, redesign — and a three-question diagnostic to locate yourself

The Problem With How Most Organisations Measure Progress

Most HR functions believe they are making progress on AI. They have the evidence: tools deployed, use cases identified, pilots completed, budget allocated, leadership aligned. The dashboard is green. The narrative is positive.

The problem is not the evidence. The problem is the question the evidence is answering. Those metrics measure motion — how actively the organisation is pursuing AI adoption. They do not measure position — where the organisation actually stands relative to value realisation. And in a transformation where the gap between motion and value is the central challenge, mistaking one for the other is not a minor calibration error. It is a strategic misread.

The gap between where most HR functions think they are and where they actually are is not a single gap. It is three simultaneous gaps — stacked on top of each other, each requiring a different response. Understanding which gap your organisation is in is the starting point for any honest assessment of your AI programme.


Gap One: The Feasibility Gap

The feasibility gap sits between what AI can technically do and what organisations are actually deploying it to do.

MIT's Project Iceberg establishes that AI can technically execute tasks representing 11.7% of the US workforce using currently available agentic technology. At the same time, Gartner's 2023 baseline found that only 5% of HR leaders had implemented GenAI, even though feasibility already existed. The gap between technical possibility and operational reality is wide and persistent.

The pattern in organisations sitting in this gap is recognisable. Awareness is high. Aspiration is high. Pilots have run. Use case libraries are growing. But the step from pilot to production — from controlled experiment to embedded workflow — is where programmes stall.

The symptom: A growing list of AI use cases and a short list of live production deployments.

What the gap actually requires: Not more pilots. Not more use cases. The infrastructure — data readiness, governance architecture, workflow redesign — that production deployment demands. Organisations in the feasibility gap are not behind on ambition. They are behind on the conditions that convert ambition into operation.

Gap Two: The Readiness Gap

The readiness gap sits between what organisations intend to deploy and what their existing infrastructure can actually support.

Of the 82% of HR leaders who report plans to adopt agentic AI, the majority have not assessed whether their data is clean enough, well-structured, and well-governed to support what they are planning. McKinsey/QuantumBlack's retrospective on fifty-plus agentic AI production deployments identifies data infrastructure quality as the most common hidden bottleneck — not AI capability, not use case identification, not budget. Data.

The HRIS platforms, ATS configurations, and analytics tools that most HR functions have built over the past decade were built for human-mediated workflows. The data they hold is often inconsistent in structure, incomplete in coverage, and poorly governed for the purposes that agentic deployment requires. AI systems trained on this data do not merely inherit its limitations. They encode them.

The symptom: Strong strategic intent, active vendor conversations, and persistent delivery delays that consistently seem to stem from data, integration, or governance complexity.

What the gap actually requires: Investment in data infrastructure before the next tool purchase. Organisations in the readiness gap are not behind on intent. They are building on foundations that cannot yet support what they intend to build. The answer is not more tools. It is better ground.

Gap Three: The Redesign Gap

The redesign gap is the most consequential — and the least visible from the inside.

It sits between deployment and value realisation. Organisations in this gap are not failing to deploy. They are deploying. They are seeing activity. They may be reporting efficiency gains within specific tasks. But they are not capturing the structural value that agentic AI makes available — because they have not redesigned the workflows within which AI operates.

McKinsey/QuantumBlack's central finding from production observation is precise: organisations that deploy agents without reimagining the underlying workflows consistently underperform those that treat deployment as a trigger for comprehensive process transformation. The mechanism of value is not the technology. It is the redesign that the technology makes necessary.

The symptom: AI deployed and active, efficiency gains visible at the task level, but no meaningful shift in HR capacity toward governance, interpretation, and orchestration work.

What the gap actually requires: Stopping and asking a harder question than 'what tasks can AI do?' The question is: if we were designing this HR process from first principles today, knowing what AI can do, what would it look like? That question produces a different answer — and a different investment profile — than the task-substitution approach most organisations are currently running.

Locating Yourself

The three gaps are not stages in a linear progression. An organisation can be in the readiness gap for one set of processes and the redesign gap for another simultaneously. The diagnostic work is process-level, not programme-level.

Take your five most AI-active HR processes and ask three questions about each:

1.  Is it in production — genuinely embedded in workflow, not piloted or partially deployed? If not, you are in the feasibility gap for that process.

2.  Is the data it operates on governed, representative, and accurate enough for the decisions it is influencing? If not, you are in the readiness gap — and scaling that deployment before fixing the data compounds the problem.

3.  Has the workflow been redesigned around what AI makes possible, or has AI been deployed into the existing process? If the latter, you are in the redesign gap — and the efficiency gains you are reporting are real but partial.

Most HR functions, on honest assessment, will find themselves in different gaps for different processes. That is the starting point for a programme designed around where you actually are — not where the dashboard implies you are.
