Capability Continuity and the Disappearing Bottom Rung

What happens to professional formation when AI absorbs the first-pass work

The Problem No One Is Measuring

The dominant conversation about AI and the workforce focuses on the top and the total. At the top: which senior roles are safe, which are threatened, and how strategic capability will be redefined. In total, how many jobs will be displaced, and over what timeframe? Both are legitimate questions. Both are being asked and answered across a growing body of research.

The question that is not being asked with the same rigour is the one that may matter most for long-term organisational capability: what happens to the bottom rung?

Not the elimination of entry-level roles — though that is a real risk in some sectors. The more subtle and consequential problem is the erosion of the developmental pathway that those roles have historically provided. Junior and early-career positions in knowledge work have never been primarily about output. They have been about formation — the accumulation of skill, judgement, and professional identity that comes from doing real work, making recoverable mistakes, receiving correction, and building capability through supervised practice.

When AI absorbs the first-pass work that juniors have historically done, the output may improve. The formation does not happen.

What Formative Work Actually Does

The logic of apprenticeship — in its formal and informal varieties — rests on a specific mechanism. Junior professionals do work that is within their current capability, but at the edge of their competence. They make mistakes. Those mistakes are corrected by someone more experienced. Over time, through iteration and feedback, their judgment improves. The work they can do competently expands. The mistakes they make become less recoverable, which is why the development of judgement has to precede the assignment of high-stakes work.

This mechanism depends on access to formative work — the first-pass drafts, the initial analyses, the early-stage research, the routine correspondence that juniors have historically owned. It also depends on the feedback loop: experienced professionals seeing the work, identifying where it falls short, and providing the correction that builds capability.

Agentic AI disrupts both sides of this mechanism simultaneously.

On the input side: when AI produces the first draft of an analysis, the initial screening of a candidate pool, the preliminary research for a strategic question, or the first version of a policy document, the junior professional's contribution disappears. Not because they cannot do it. Because the AI does it faster and, often, to a higher initial standard. The formative exposure that comes from struggling with the first draft does not occur.

On the feedback side, when experienced professionals are reviewing AI outputs rather than junior work, the correction mechanism changes character. Reviewing AI outputs develops the ability to identify AI errors and limitations. It does not develop the ability to mentor human capability, because the human work that would trigger mentoring is no longer being produced at the same volume.

The Capability Continuity Risk

The consequence is not immediate. It is generational — and it is the kind of problem that becomes visible only when the pipeline runs dry.

Organisations that systematically replace junior formative work with AI output will, over five to ten years, face a capability continuity problem: a cohort of mid-level professionals who have the credentials but not the formative experience that historically underpins senior-level judgement. They will have spent their early careers reviewing AI outputs, managing AI tools, and escalating edge cases — rather than doing the analytical, drafting, and client-facing work that builds the interpretive capability required for senior roles.

In several firms, first-year analysts now start by reviewing AI-generated decks rather than building them. Five years later, they are expected to exercise judgment they have never actually had to develop. The output quality improved in year one. The pipeline of senior talent with deep formative experience is beginning to thin.

The irony is that the capabilities most valued in an AI-native operating environment — critical interpretation of AI outputs, challenge of model assumptions, governance of AI systems, exercise of judgement in high-stakes contexts — are precisely the capabilities that formative work develops. Eliminating formative work in the name of efficiency undermines the pipeline of human capability that AI-native operating models most depend on.

What Organisations Need to Do Differently

Addressing capability continuity risk requires treating it as an operating-model design problem, not a talent-acquisition problem. Three things follow.

Protect formative exposure deliberately. Not all junior work should be automated just because it can be. The task-calibrated framework gives organisations a principled basis for deciding where AI autonomy is appropriate — but that framework must be applied with capability continuity in mind, not just risk and efficiency. Some first-pass work should remain with juniors even when AI could do it faster — because the developmental value outweighs the efficiency gain.

Redesign the feedback loop for AI-augmented work. When juniors are reviewing and improving AI outputs rather than producing first drafts, the feedback mechanism needs to be explicitly redesigned. What does mentoring look like when the work being mentored is human-AI collaboration rather than pure human output? Those questions need deliberate design — not default assumptions inherited from a pre-AI apprenticeship model.

Track capability continuity as a programme metric. Most AI programme metrics measure efficiency and adoption. None measure whether the pipeline of human capability required to govern, interpret, and orchestrate AI systems is being developed at the rate the operating model requires. Adding capability continuity indicators — depth of formative exposure across early-career cohorts, rate of progression from junior to mid-level, quality of interpretive judgement in AI-adjacent roles — gives organisations an early signal of a problem that would otherwise only become visible a decade later. That should show up in your investment profile: some budget goes to protecting and redesigning formative work, not just to automating it.

The Productivity Paradox

Organisations can simultaneously improve short-term productivity and undermine long-term capability. AI in junior-intensive workflows may produce exactly this paradox: better outputs today, thinner human capability in five years.

The organisations that navigate this well are not those that protect junior roles for their own sake. They are those who design their AI programmes with the full capability pipeline in view — asking not just what AI makes possible today, but what human capability it must not erode in the process. That is not a constraint on AI ambition. It is a condition of its long-term value.
